The forecasting model for the sustainable development of tourism potential of local communities through enhanced partnerships between authorities, investors, business structures, educational institutions are developed and substantiated. Unlike existing models, it takes into account both direct and indirect links between all stakeholders and allows to determine the competitive direction of the development of the tourism potential of industrial territories by including indicators of the level of employment, attraction of investments, degree of land degradation. The proposed model contains an interdisciplinary component of the combination of sustainable use of territories affected by industrial activities at different stages of its life cycle, effective land management, marketing and financial approaches to the formation of tourism potential and its infrastructure.

The influence of macro-environmental factors on the activity of tourism infrastructure objects is determined. An algorithm for forecasting the tourism potential of local communities has been developed, which takes into account the probabilistic nature of achieving key indicators for the twelve goals of sustainable tourism development. The methodology for assessing the feasibility of small business participation in the development of tourism potential of local communities is proposed. The mechanism of industrial land transformation, which includes legal, land management and urban planning aspects, has been developed and substantiated.

Implementation of the model will help achieve socio-economic effect: job creation, increase employment, launching new business projects, attract investment, increase local budget revenues, improve quality of life, restoring territories impacted in the process of industrial activity, development of landscaping and infrastructure. The proposed model, developed methods and recommendations have been tested and implemented in the conditions of territorial communities of Dnipropetrovsk region.
