In this scientific study, the authors have demonstrated the decisive role of land management in strengthening the capacity of rural territorial communities under conditions of decentralization and in response to military and post-war recovery needs. Conceptual approaches to the rational management of land resources have been developed, and a logical-semantic model of land use management is presented, featuring an updated definition of both the object and subject of territorial-spatial development governance.
The necessity of establishing community boundaries for effective resource management and the completion of decentralization is demonstrated. Recommendations for delineating the boundaries of rural communities, particularly those liberated from occupation, are provided.
Original scientific and methodological guidelines for applying the Methodology of Normative Monetary Valuation of Land Plots have been formulated, adherence to which reduces the risk of miscalculations and increases community budgets income.
A classification of water regime-forming objects has been created to facilitate the designation of water protection zones and coastal protective strips. The importance of land-use restrictions for ecological restoration and the regeneration of the productive potential of agricultural lands damaged by military action is substantiated.
Foundational principles of Strategic Environmental Assessment (SEA) of the land management documentation at the territorial community level are formulated. The research findings have high scientific and applied potential and will contribute to the development and post-war reconstruction of rural communities, drive reforms in land management, and support Ukraine’s successful European integration.
