The object of this paper is to, based on a comprehensive analysis of existing scientific and regulatory sources, develop the Concept of public services in Ukraine, highlight the problems of its normative consolidation and practical implementation, formulate proposals for improving current legislation in this area and the practice of its application.

Based on theoretical studies, the author solved a scientific problem - developed the Concept of public services in Ukraine, highlighted the problems of its normative consolidation and practical implementation, formulated proposals for improving the current legislation in this area and the practice of its application.

The scientific foundations of the provision of public services as a system category using the theoretical and managerial methodology have been created, in particular: on this basis the concept, legal nature and signs of public services are determined, the genesis of the normative consolidation of the principles of the provision of public services in domestic legislation is revealed, and the prospects for modern normalization on this are outlined the issue, a systematic analysis of public services was carried out with the allocation of elements, links of the corresponding system and their characteristics.

The basic conceptual foundations of the concept of public services in Ukraine have been formed, the problems of its normative consolidation and practical implementation have been highlighted, suggestions have been formulated to improve the current legislation in this area and the practice of its application.

The definition of public services, the classification options for public services, the creation of a single national center for the provision of public services with territorial offices throughout Ukraine and etc. are proposed.

Priority measures have been taken to improve the quality of public services.

The economic effect consist in reducing of costs from the state budget in the provision of public services.

Number of publications: 84 scientific works, including 2 monographs, 4 manuals 28 articles (5 in foreign editions), 12 abstracts. According to the Web of Science database, the total number of links is 2 and Google Shcolar the total number of links is 89, the h-index (on work) = 5.
