The present paper is aimed at finding the solution of the scientific-engineering problem, in particular, of elaborating the research oriented principles for developing and and introducing domestic radio-electronic facilities on a commercial basis for maritime border control in the sea border areas and an exclusive economic zone of the state, at making the state import-independent in tackling the present-day issues of maritime radiolocation.

This work pinpoints the pioneering effort to generalize the results of many years of fundamental and applied radio-physical studies into the processes of short-wave electromagnetic radiation propagation in meteorologically diverse areas of the World Ocean as well as in the Black Sea open area. In addition, the integrated data on radar observability of above-water objects and the range of radar coverage have been obtained. Also, the quantities of the signal attenuation factor at the reception point have been diagnosed.

Based the findings of scientific studies a special methodology has been devised to develop and adopt home-made components, assemblies and radio-electronic devices as complete units. The principles of building a new generation of domestic maritime pulse radars “Burevisnyk-1”, “Burevisnyk-2”, “Burevisnyk-3”, “Burevisnyk-4”, “Burevisnyk-ZG”, to be used for maritime border control have been engineered and introduced into full-scale production and ultimately adopted for active operation to provide the maritime

border control in the sea border areas and an exclusive sea economic zone of the state concerned.

The highest world standards of the these systems are evidenced by the results from comparing 30 parameters of the developed radars to the same parameters of universally known foreign similar-type radars. In terms of 16 parameters the developed domestic maritime-border control “Burevisnyk” radars offer a number of advantages relative to reduced power consumption, whereas taking account of 10 parameters they are equivalent to foreign radars.

Economic benefit of implementing novel radio-electronic facilities elimination of import dependence, creation of new jobs for local manufacturers.
