CONCEPTUAL BASES FOR SUSTAINABLE DEVELOPMENT OF SOCIAL-ECONOMIC SYSTEMS

The aim of the work is to deepen the theoretical and to substantiate methodological provisions regarding the content, methods,  and instruments of regulation of the development of socio-economic systems on different levels of the hierarchy under the modern scientific paradigm of social development.

The paper substantiates the conceptual foundations for the regulation of socio-economic systems. There are improved the methodical approaches to comparative estimation of the use of the potential and efficiency of the economy of regional systems. Compared with the existing practice, they are based on the determination of complex indicators of efficiency and utilization of resource opportunities in the context of the transition to sustainable development. It is emphasized that the modern policy of regional development should be formed on an innovative basis, based on a qualitatively new understanding of the content of resource use and resource efficient economy. On this background, it is emphasized the need to create mechanisms for integral ecological-economic management of regional development and appropriate tools of its implementation. In this context, the methodology of logistic management of resource use processes is explored for solving socio-economic problems of sustainable development of the enterprise and the region. There are outlined the features of the formation of mechanisms of logistical management in a regional dimension. In contrast to the existing ones, they presuppose, in particular, the accentuation of an integral material-energy flow as an object of management, aimed at ensuring the sustainable, environmentally sound development of the territory. The inter-functional and inter-organizational character, as well as the versatility of logistic management tools,  allow using them for the complex solution of socio-ecological and economic problems of management. On this basis, an integral concept of competitiveness management of socio-economic systems is proposed. It is based on the localization of market efforts and the creation of short supply chains, taking into account the principles of ensuring sustainable development of agricultural production. The interrelation between sustainable agriculture and sustainable development of rural territories is substantiated. There is proposed the model of interaction between agrarian enterprises and rural territories in the process of transition to the concept of sustainable development, based on the identification of relationships between the management tasks for actors.

The advantage of the presented scientific research is the formulation of conceptual foundations of sustainable development of socio-economic systems at the level of enterprises, their associations, separate territories and regions, taking into account the current paradigm of the socio-economic systems development. The scientific value is the deepening of theoretical and methodological foundations for the formation of regional, economic, ecological and agrarian policy of the state.
